How to redact pdf free — no upload, no watermark

Is the text still in the file?
Redacted pages are rasterized, so the underlying text in those pages is destroyed.
Are files uploaded?
No.
Partial pages?
Only pages with redaction boxes are burned. Other pages stay vector.
